Price-Fixing Allegation Adds to BP’s Woes 
Federal commodities regulators have recommended civil action against the oil company BP for allegedly manipulating unleaded gasoline futures prices on Halloween in 2002, the company disclosed in a Securities and Exchange Commission filing yesterday.
